During the event, you will meet representatives of various institutions that shape European policy, either on site or digitally from home, and get to know their working environment. Representation of Saxony-Anhalt to the European Union

Name: Carmen Johannsen, Ministerialrätin

Position: Head of the Representation; Head of Division 42 of the State Chancellery

Carmen Johannsen studied law at the Christian-Albrechts-University in Kiel. After completing her second state law examination, she began working as a judge at the Magdeburg Regional Court in April 2001. As a judge seconded to the State Chancellery, she worked in the Department of Media Law and Media Policy from 2004 to 2006 and then moved for the first time to the State Representation in Brussels, where she was responsible for the areas of justice, home affairs, the Committee of the Regions and the judicial office of the State Representation. 

From 2010 onwards, she was also employed as a judge at the Regional Court. Since 2012, and in the meantime after a change to a civil service career, Ms Johannsen has again been working at the State Representation in Brussels - first as deputy head, now as head.

Ministry of Economics, Science and Digitalisation of the State of Saxony-Anhalt 

Name: André Mangelsdorf

Position: European Affairs Officer

Dipl.-Kfm. André Mangelsdorf is the European Affairs Officer at the Ministry of Economics, Science and Digitalisation of Saxony-Anhalt and is responsible, among other things, for the coordination and monitoring of the state's interests in the INTERREG Europe programme as well as for the coordination and implementation of the Ministry's lead partner projects within the framework of INTERREG Europe and INTERREG Central Europe.

André Mangelsdorf studied International Management at Otto von Guericke University Magdeburg, the University of California Los Angeles and the Anderson School of Management in Los Angeles/USA. From 2011 to 2017, he worked as a research assistant at the Chair of Corporate Management and Organisation in the Faculty of Economics at OVGU. Since 2017, he has been an advisor at the Ministry of Economics, Science and Digitalisation of Saxony-Anhalt.

State Chancellery and Ministry of Culture of the State of Saxony-Anhalt

Name: Marthe Cathaleyna Niemöller

Position: Officer for EU Affairs and International Relations

Marthe Niemöller (*14.4.1992) is a lawyer and has been working as an Officer for EU Affairs and International Relations at the State Chancellery and Ministry of Culture of Saxony-Anhalt since May 2021. 

She studied law at the Westfälische-Wilhelms-Universität in Münster and at the Universitàdeglistudi di Padova, Italy. In 2015, she was an intern at the German-Italian Cultural Institute in Padova. From 2016-2017, she worked at the Institute for Criminal Law and Criminal Procedure and led several working groups in criminal law. In 2018, Ms Niemöller worked for a few months at the law firm Kuckertz&WongLaw in Edmonton, Canada, assisting the Honorary German Consul there, Harald Kuckertz, on the side. From 2019 to 2021, she completed her legal traineeship in Lübeck.

Ministry for Regional Development and Transport of the State of Saxony-Anhalt

Name: Dr. Clemens Esser

Position: Officer for the Interreg Central Europe project YOUMOBIL in Department 43: Demographic Development and Forecasts

Dr. Clemens Esser (*19.6.1964) studied economics in Bochum and Bonn. Subsequently, 18 years of research work at the Institute "Finance and Taxation" in Bonn on tax and fiscal policy issues; from 2001 to 2008, doctorate at the German University of Administrative Sciences Speyer on the topic of "Pluralistic-democratic tax policy in the globalised world".

Honorary board member of the economist network INFER from 2001 to 2007; in this context, co-organiser of several conferences and workshops in Germany and other European countries. From 2009 to 2017, in the Policy Unit / Coordination Office for Funding Policy of the State Chancellery of Saxony-Anhalt, primarily responsible for the cross-fund coordination of the EU funds ERDF, ESF and EAFRD. From 2017 freelance author and since 2021 project manager for the Interreg project YOUMOBIL at the Saxony-Anhalt Ministry of Regional Development and Transport.

European Parliament

Name: Mia Schünemann

Position: Parliamentary Assistant, Office of Sven Schulze

Mia Schünemann MBA, born in Haldensleben, works as a Parliamentary Assistant in the office of MEP Sven Schulze (as of 08.09.2021) in Brussels. During her school years, she spent a school year at Elwood College in Melbourne, Australia. She completed her Bachelor of Arts in Media Education: Audiovisual Culture and Communication at Otto von Guericke University Magdeburg. During her bachelor's degree, she did internships abroad in Brussels, at the Saxony-Anhalt State Representation to the European Union and the European Parliament, in the office of Sven Schulze. She then obtained a Master of Business Administration in Media Management from the Hamburg Media School. During this time, she worked on projects for clients such as SportBild and ARD. She also won the 'Talent Meets Bertelsmann' 2018 competition and spent an Erasmus semester at the Universidad de Navarra in Pamplona, Spain. Mia Schünemann speaks four languages.

Permanent Representation of the Federal Republic of Germany to the European Union in Brussels

Name: Till Spannagel

Position: Cohesion policy, competition and state aid control policy, public procurement law and infringement proceedings

Till Spannagel (11.11.1977) has been seconded from the Federal Ministry for Economic Affairs and Energy (BMWi) to the Permanent Representation of Germany to the European EU since this summer, where he is in charge of cohesion policy, competition and state aid control policy, public procurement law and infringement proceedings. Previously, Mr Spannagel worked for 12 years at the BMWi in different areas such as energy policy, public procurement law and cohesion policy. In 2015, he worked for one year at the Permanent Mission of Germany to the United Nations in New York.

After school and civilian service, Mr Spannagel studied law in Mainz, Paris and Saarbrücken and was already intensively involved in European law during his studies. During his legal traineeship, he worked for the European Commission and the Federal Ministry of Economics and Technology. Mr Spannagel gained his first professional experience at the German Association of Towns and Municipalities.
