Gradual plan of the university

To review the current incidence of infection in Magdeburg and the resulting actions for the University of Magdeburg, the tier plan has been updated and reduced to three tiers. Currently, the University of Magdeburg is in Grade 0.

Changes to the tiers and their duration until a further review will be communicated via the regular channels within the University of Magdeburg. Please ensure that in all tiers you adhere strictly to the Hygiene Plan, which was enacted by the President’s Office and updated on 2 Juni 2022. Our Hygiene Plan and the measures it contains follow the stipulations of the Federal Government and state of Saxony-Anhalt as well as the recommendations of the Robert Koch Institute.

Procedure for moving to another tier

The transition to a new tier - be it higher or lower - is not automatic, but instead takes place in close coordination with the crisis management group of the University on the basis of the local incidence of infection and in accordance with the stipulations of the authorities.

Tier 1:

(restricted regular operation with the focus on face-to-face teaching)

 

Teaching

  • Regular operation with maximum utilisation of the teaching rooms.
  • Recommendation to wear a medical mask.
  • Presence examinations are possible. The recommendation to wear a medical mask applies.

Service Facilities

  • Regular opening hours
  • Current information on access can be found on the service facility web pages.

Access to Buildings

  • The buildings of the university are open without restrictions (for all groups of people).
  • On the traffic areas in the buildings, distance rules and the recommendation to wear a med. mask apply.

Board / Committee Meetings

  • Meetings can take place in presence, whereby the room size must be adapted to the number of participants. Overcrowding is to be avoided in any case.
  • If the minimum distance of 1.5 m is not reached, a medical mask must be worn
  • Distance and ventilation regulations must be complied with

Presence Rules for Employees

  • As a general rule, employees are required to be present in the workplace.
  • This applies especially to individuals who hold consultations or provide advisory services; the consultation hours must be extended if the workload dictates.
  • If the minimum distance of 1.5m is maintained, several people can work in one room. If necessary, use other aids (mask, glass walls).
  • For risk groups, mobile working is to be considered after consultation
  • Work tasks must also be completed in full when working on the move
  • Accessibility must be ensured
  • The distribution of work must not be carried out at the expense of third parties
  • The service agreement on mobile working applies

Business Travel

  • Business trips can be carried out in compliance with the applicable national and international regulations.
  • If there is a risk of having to comply with quarantine regulations, the business case for traveling must be carefully evaluated.
  • High risk and virus variant areas should be avoided.

 

 

Tier  2:

(restricted regular operation with reduction of room capacities in teaching operations)

 

Teaching

  • Restriction of maximum capacity in teaching rooms to allow 1.50m spacing.
  • Classes are, where possible, switched to online formats / hybrid teaching.
  • 3G check with OVGU pass (or other 3G status proof). Attention: Antigen rapid tests must not be older than 24h, PCR tests not older than 48h.
  • Medical mouth and nose covering for all members of the university in teaching rooms.
  • Examinations are, where possible, switched to online formats; in-person examinations may be held with restrictions and capacity limits. (Allowing a minimum distance of 1.50m).

Service Facilities

  • There will be changes to opening times and access restrictions (e.g. library, campus service center, student secretariat).
  • Current information on access can be found on the service facility web pages.
  • Face-to-face consultations can only take place if all participants can provide evidence of their 3G status. If this cannot be ensured, electronic options should be used instead.

Access to Buildings

  • The buildings of the university will have altered opening hours.

Board / Committee Meetings

  • Meetings should preferably be held online.
  • Face-to-face meetings may be held if the 3G rules and hygiene rules from the Hygiene Plan currently in force are adhered to.
  • Recovered or vaccinated persons should test themselves before starting the meeting/event.

Meetings / Consultations

  • Meetings of up to 5 people may take place in person, if it is possible to adhere to the minimum distances and medical mouth and nose coverings must be worn.
  • Meetings must be held in compliance with the guideline value of 10m2 per person.
  • If it is not possible to adhere to the minimum distances: switch to an online format.
  • The 3G status of all participants must be verified.
  • Recovered or vaccinated persons should test themselves before starting the meeting/event.

Presence Rules for Employees

  • Consultations must generally be carried out face-to-face in compliance with the hygiene rules; staff may ask for proof of the 3G status of the individual seeking their assistance.
  • If the employee’s tasks allow it, they should be permitted to work from home.
  • If necessary, organizational changes may be made in order to minimize multiple occupancy of offices and workrooms.

Presence Rules for Employees

  • Consultation hours and individual counselling sessions are generally to be carried out in presence, in compliance with hygiene standards; the 3G status is requested from the persons to be counseled.

  • If the work tasks allow it, mobile work should be granted. In critical areas, mobile work should be offered; this applies whenever hygiene standards cannot be met (distance, ventilation...).
  • If necessary, organisational changes should be made to minimise multiple occupancy in offices and workrooms.
  • Restrictions on work performance due to mobile work are not accepted.
  • Mobile work can only be approved for activities that are carried out in the office and for which the technical requirements are met. Other work tasks that cannot be done completely electronically are not suitable for mobile work.

Business Travel

  • Business trips may be undertaken in compliance with the applicable hygiene regulations.
  • If there is a risk of having to comply with quarantine regulations, the business case for traveling must be carefully evaluated.
  • The vaccination or convalescent status must be taken into account. Unvaccinated persons shall only be permitted to undertake business trips that entail a quarantine regulation in special exceptional cases and only if mobile work is fully possible during the quarantine.
  • Business trips to virus variant areas are only approvable in absolutely exceptional cases and only after consultation with the travel cost center.
  • Prior to approval, the possibility of being able to achieve the purpose of the business trip in another manner (i.e. digitally) should be evaluated.

3G Check

  • Students and teaching staff must be fully vaccinated or have recovered from coronavirus or be able to provide proof of a negative antigen test (taken no longer ago than 24 hours) or a negative PCR test (not older than 48 hours). An individual’s 3G status can be verified by the OVGU pass and must be presented upon request. An overview of the issuing offices is availablehere.

   

Tier 3:

(complete switch to online teaching)

 

Teaching

  • Teaching is switched to online formats.
  • Exceptions for laboratory practicals or practical sports classes are possible (in compliance with the measures in the Hygiene Plan and 3G rules).
  • Examinations are switched to digital formats.

Service Facilities

  • There will be changes to opening times and access restrictions (e.g. library, campus service center, student secretariat).
  • Current information on access can be found on the service facility web pages.
  • Consultations only possible digitally and/or by telephone.

Access to Buildings

  • Additional access restrictions will come into force (e.g. closure of teaching rooms for student groups).

Board / Committee Meetings

  • Meetings should be held online.

Meetings / Consultations

  • Meetings are held digitally.

Presence Rules for Employees

  • To ensure a low-contact operation, procedures and tasks must be organized in such a way that working from home is possible.
  • Fundamentally, this only applies if the tasks can be completed from home.
  • All other groups of employees must ensure that they adhere strictly to the hygiene regulations.

Business Travel

  • Only absolutely essential business trips should be undertaken.
  • Business trips to high risk and virus variant areas should not be approved.
  • If quarantine requirements are in place either upon arrival or departure, as a rule the business trip should not take place.

  • Students and teaching staff must be fully vaccinated or have recovered from coronavirus or be able to provide proof of a negative antigen test (taken no longer ago than 24 hours) or a negative PCR test (not older than 48 hours).
