According to state regulations in Saxony-Anhalt, students who enter Germany up to and including 15 June 2020 from a country outside the member states of the European Union or Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom are obliged to go directly to their own accommodation immediately after entering Germany and spend 14 days quarantined there.
Persons entering from one of the member states of the European Union or from Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom do not have to quarantine. If the number of newly infected persons in any one region surpasses more than 50 cases per 100,000 inhabitants accumulated over the last 7 days, obligatory quarantines are reinstated. You can find more information here.
