Rectorate decisions on the organization of the winter semester 2021/22

On the basis of § 15 para. 5 No. 1 of the 14th SARS-CoV-2 Containment Ordinance (current version of September 13, 2021) and the associated justification in conjunction with the decree of the Ministry of Economics, Science and Digitalization on infection control measures against the spread of the SARS- CoV-2 virus in student life of August 5, 2021, the Rectorate of the OVGU decides:

1.) The regulations of the SARS-CoV occupational health and safety regulations continue to apply to all employees. These are the mask obligation, the observance of the distance regulations and the hygiene regulations. Exceptions can be found for certain groups of persons in the following points.

2.) The duty to wear medical mouth-nose protection ("OP mask" or FFP2 mask) applies in the traffic areas of the buildings. The same applies in the event room if the minimum distance (1.50 m) cannot be maintained and generally for the way to and from the seat as well as when leaving the seat.

3.) All face-to-face lectures of the university in the winter semester 2021/22 will take place in compliance with the so-called 3G rule. This means that only persons who have been vaccinated against the SARS-CoV-2 virus or have tested negative or have recovered may attend these events, regardless of the size of the group. This applies to both students and teachers, regardless of whether they are full-time or part-time.

4.) In turn, the regulations of the Containment Ordinance for the accumulation of persons and the requirement to maintain a minimum distance will no longer apply. Registration upon entering teaching rooms is not required.

The OVGU uses a university passport (OVGU-Pass) internally as digital proof. This only shows the fulfillment of the 3G status, but not whether the person has been vaccinated, recovered or tested. The OVGU pass is to be carried by each participating person in printed or digital form. Proof of a negative test can generally be provided by an antigen test (rapid or self-test) carried out at an official testing center, which must not be older than 48 h, or PCR test, which must not be older than 72 h. The university has testing capacities available. The university maintains testing capacity.

International students and visiting scientists who have proof of a complete vaccination of a non- EU approved vaccine (e.g. Sputnik V, CoronaVac or BBIBP-CorV) can also register in the OVGU pass. The proof of an alternative Covid-19 vaccination must be available at least in English language in digital or paper form (e.g. yellow WHO vaccination passport).

With the activation of the passport, a declaration is made that the requirements of the 3G rule are personally fulfilled and that all internal university regulations are accepted.

5.) The teaching staff is authorized to check the compliance with the 3G-rule. In addition, random checks are made by persons authorized by the university. If violations of the 3G rule are found, the respective teacher will exercise the domiciliary right and the person will be excluded from the course on the respective day. Violations and imposed sanctions are to be reported to . In the event of repeated violations, disciplinary proceedings may be initiated in accordance with university law (for students) or personnel law measures (for employees).

6.) In exceptional cases, online formats can be offered in addition to face-to-face formats only if they make sense for capacity reasons, to supplement face-to-face courses or to implement new teaching formats. For personal reasons, face-to-face courses cannot be dispensed with. If there are health restrictions which, from a medical point of view, speak against holding face-to-face courses, the general provisions of labor law regarding incapacity for work apply. As a rule, in such cases the company or public medical service will be consulted for an assessment. If such restrictions exist, joint solutions are to be sought with the employees, the department and the Department of Human Resources.

7.) Students who are unable to attend classes for health reasons are required to present a medical certificate and contact their faculty or program supervisor as soon as possible.

8.) For international students who are unable to enter Germany, the teaching materials are to be made available online and appropriate examination formats are to be offered.

9.) The maintenance of the service operation by personal consultation must be secured. This concerns in particular the examination offices, employees in the CSC, in the areas K 2, K 3, K 6 and the library. However, other areas that have close personal contact with students, employees or external parties or are involved in committees may also be affected. For these employees, it is also determined that they fulfill the 3G status and can prove it, if necessary. These employees are authorized to check the 3G status of internal contact persons (e.g. students). This should already be pointed out when making an appointment.

If there is no 3G status, particularly in the case of external contact persons, the general hygiene measures must be observed to a particularly high degree. If the prerequisites are not met, a consultation or conversation can only take place digitally.

10.) Employees outside service areas according to point 9 also have the possibility to register with the OVGU-Pass and, if necessary, to prove their 3G status. This can be helpful if several people are participating in the meeting or if areas are used that require the proof (library, possibly refectory, access to other areas or similar).

11.) Non-teaching individuals may also be denied work assignments for personal reasons. Mobile work can always be granted if operational needs allow it and the activity is suitable for it without restrictions. The unauthorized use of mobile work is not possible. For restrictions due to illness, the explanations under point 6 apply.
